“Closure of the existing TSDF for Hazardous Waste at GIDC Industrial Estate, Vapi (Gujarat)”

The second mission of the GIZ experts for the demonstrative work on capping and closure of the existing TSDF for Hazardous Waste at GIDC Industrial Estate, Vapi (Gujarat) took place from 26th until 30th November 2012. Mr. Gerd Burkhardt, expert from ICP Ingenieurgesellschaft, Prof. Czurda und Partner GmbH, Karlsruhe, Germany, who is providing technical advisory support to the Vapi Waste and Effluent Management Company Ltd. (VWEMCL), under the Indo German Bilateral Development Cooperation, on the capping and closure of the TSDF visited the site at Vapi and had interactions.

VWEMCL is a joint initiative of the Government of Gujarat and Industries of Vapi. The TSDF was constructed 12 years ago and has been in operation on 24 x 7 basis. It was formed as a Non Equity- Non Profit entity, based on co-operative principles with corporate culture of management.

The existing Treatment, Storage and Disposal Facility (TSDF) at Vapi Industrial Estate needs to be capped and closed as per guidelines issued by the Indian authorities (Central Pollution Control Board). VWEMCL is interested to implement the measures for closure of the TSDF and has accordingly appointed Indian consultants for the study of the existing structure of TSDF, to suggest remedial measures and designing of capping to the TSDF cells - 1, 2, 3, 4 including preparing of specification of each item, preparation of estimations, preparation of draft tender papers and to assist in selection of an agency for execution of project of capping work at TSDF site. The consultants and VWEMCL are closely interacting with Mr Burkhardt for advisory inputs.

During his visit, Mr. Gerd Burkhardt had explained the measures for closure of the TSDF, including steps for designing of capping to the TSDF cells - 1,2,3,4 and formats for preparation of estimations and tender documents papers. Also, a visit was made by the expert, together with VWEMCL representatives, to National Environmental Engineering Research Institute (NEERI), Nagpur to discuss about the suggestive measures for the capping & closure of the TSDF.

Also, Dr. Dieter Mutz, Director, GIZ-IGEP, together with Mr. Raghu Babu Nukala, Senior Technical Advisor, GIZ-IGEP visited Vapi on November 30th to visit TSDF site and to discuss the way forward to implement the suggestions made by the consultants for the TSDF both with the VWEMCL Directors and other concerned officials. On the occasion, an elaborate presentation was made by Mr Burkhardt before the Board of Directors of VMWECL that manages the TSDF.
